Unlicensed Prescott Man Serves Jail Time after AZ ROC Investigations Find He Took $124K from Homeowners

Phoenix, Ariz., (Jan. 6, 2021) — On Jan. 4, 2021, one of AZ ROC's Most Wanted Unlicensed Entities was sentenced in Yavapai County, AZ.

Mark Allen Whittington, 62 formerly of Prescott, AZ, was sentenced to five years of intensive probation, 100 hours of community service, and ordered to pay $69,527 in restitution to the victims by the Yavapai County Superior Court after serving 728 days in jail. 

On Thurs., Dec. 3, 2020, Whittington pleaded guilty to six counts of Theft, a Class 3 Felony, Theft, a Class 4 Felony, and Advertising Without a License, a Class 1 Misdemeanor, in the Yavapai County Superior Court. 

The charges stem from six separate incidents investigated by AZ ROC since 2016. The investigations found Whittington took over $124,900 from Prescott homeowners for projects that were never completed and in some cases never even started.

Whittington has never been a licensed contractor in Arizona and according to the terms of the plea agreement cannot be involved in any business contracts related to contracting in any way. 

In the past Whittington was known to go by the name “Mark Allen” in some cases. He also used the business names “The End Result”, “Designers Remodeling”, “Home Arts Manufacturing”, among others. 

A restitution review hearing is scheduled for April 2021 in the Yavapai County Superior Court, Division 7. 

AZ ROC frequently receives complaints regarding unlicensed entities exploiting property owners ranging from poor work to complete abandonment. Home and property owners should always check the license before hiring a contractor at  www.roc.az.gov or by giving the Agency a call at 1-877-692-9762.
