AZ ROC: Department of Homeland Security Arrests Most Wanted
Phoenix, Ariz., (April 21, 2025) –On Thur., March 20, 2025 at approximately 7:45 AM Jose Alfredo Flores of Laveen and Adrian Esquivel Govea of Phoenix were arrested by the US Department of Homeland Security outside of their homes in Maricopa County on a combined 8 warrants from multiple different Maricopa County Justice Courts.
Each of the 8 warrants relate to contracting and operating a business without a license.
AZ ROC investigated 10 cases against Govea, dating back to 2016. Over the years, ROC investigations show Govea has taken over $227,100 from Scottsdale, Glendale, Rio Verde, Surprise and Peoria homeowners for projects that were either not started, not completed or where the work was poor.
AZ ROC investigated 39 cases against Flores, dating back to 2012. Flores has previous convictions for Contracting without a License. ROC investigations show Flores has taken $195,924.71 from home owners across multiple cities in Maricopa County. Projects were never started, abandoned or not up to standards..
AZ ROC frequently receives complaints where an unlicensed entity’s work begins as small projects and increases in price and complexity to a point where they are unable or unwilling to complete or correct the work. In these cases, the homeowner is often out of luck and foots the bill. AZ ROC reminds property owners to ask contractors of their License status and to check the license using the contractor search at www.roc.az.gov or giving the Agency a call at 1-877-692-9762.
AZ ROC reminds home and property owners that if the entire cost of the project, including labor and materials is over $1,000 or requires a permit by the local municipality, Arizona law requires the person or business performing the work to be licensed. This also ensures the homeowners are protected and able to be compensated when work is not done correctly.
