Unlicensed Glendale Individual Pleaded

Guilty to Contracting Without a License

PHOENIX, Ariz., (Oct. 23, 2019) – On Wed., Oct. 16, 2019, Jairo “Joe” Aparicio, 56 of Glendale pleaded guilty to Contracting Without a License, a Class 1 Misdemeanor in the Encanto Justice Court. 

The charges stemmed from a 2016 Arizona Registrar of Contractors' investigation that found Aparicio was paid $5,410 by a Phoenix homeowner for a home remodeling project. Some demo work was started but the project was never finished. 

AZ ROC submitted the case for prosecution in Sept. 2016, however, Aparicio failed to appear for the arraignment hearing and a warrant was issued.  On Sept. 19, 2019, Aparicio was arrested by the Goodyear Police Department during a traffic stop.

Aparicio was fined $1,030 and a restitution hearing is set for December 18, 2019.  

Another case is pending adjudication in the Maricopa County Superior Court against Aparicio for two counts of Theft, a Class 3 Felony and one count of Fraudulent Schemes and Artifices, a Class 2 Felony. 

In total, the Agency investigated 11 complaints involving him, including the case he pleaded guilty in on Oct. 16, 2019 and the case currently with the Superior Court. All 11 cases were submitted for prosecution review and charging; two cases received declinations, one was dismissed, he pleaded guilty in five and was found guilty in one.

AZ ROC frequently receives complaints where an unlicensed entity’s work begins as small projects and increases in price and complexity to a point where they are unable or unwilling to complete or correct the work and the homeowner is out of luck. AZ ROC reminds property owners to ask contractors of their license status and to check the license by using the Agency’s website or giving us a call.
